我的看法是這是nor的倒裝，但這樣一來此句前方應該也會有否定句，但我沒看到具有否定語氣的地方。

如果前面也有否定語氣的話，這句我認為意思應該是:

The Whigs did not envision any conflict in society between farmers and workers on the one hand and businesspeople and bankers on the other either. 是這樣解釋嗎? 謝謝。
