不是。此處的 that 是關係代名詞，"that they believe is effective" 是關係子句/形容詞子句，believe後頭少了直接受詞（前頭提的那個名詞packaging）→ 移到前頭 → 關係代名詞 that

補充說明organizations invest huge amounts of money in developing packaging這件事他們（organizations）相信是有效的？

這是限定關係子句（也許你需要再翻一下文法書），他的性質不是在於「補充說明」，而是「特別指明/限定」是限定關係子句內容所說的那個特定的 packaging

(*1) 這是基本，還是有例外，只是這些例外通常是非正式用法，換句話說一般不會是考試答案

是有當作副詞子句用的情況，不過這存在有爭議且一般只出現在特定字/用法裡頭，所以一般在介紹 that-clause 的文法書裡頭沒有提到副詞子句。

還是說這兩個that都是當作從屬連接詞使用？

關係子句也是從屬子句，只是關係代名詞是歸類於代名詞，雖然它帶有（從屬）連結詞功能。

這句話後來我細看才發現自己是有稍微誤解,我把developing packaging誤看成一整個整體(因前面已經有invest in這個片語動詞所以develop動名詞化V-ing=developing)

後來我試著分析,organisations invest …money in (develop the packaging that they believe is effective )

投入金錢在"開發" "他們相信是有效"的包裝

所以這樣一來就很容易看出that形容詞子句是在修飾packaging

第十行 It has already led to some important findings that challenge the ways in which organisations think about consumer choice.

It(第七行Our centre for….is now under taking work in this area)

已經導致了一些重要的發現

the ways in which->the ways which organisations think about (the ways) in consumer choice

形容詞子句代名詞當介系詞的受詞?

看樣子你是在準備 IELTS? IELTS 不考中文，所以修正中文術語說法沒太大意義，英文文法術語倒是可以提提，畢竟 relative pronoun 這術語算是相當固定(我是沒碰過 adjective/adjectival clause pronoun 這說法)。我不確定你需要的回答是精確到什麼程度，如果這不是你的學習重點那就不要理會這部份，我是無所謂，因為我不是靠文法（術語）學英文。懂得文章意思才是重點。不過這個要修正：

the ways in which->the ways which organisations think about (the ways) in consumer choice

... the ways which organisations think about consumer choice in (the ways) (或是 ... the ways which organisations think in (the ways) about consumer choice )

劃底線部份是 prepositional phrase, 功能上是當 adverb 用，修飾 relative clause 裡頭的 verb (think)

再次感謝詳細的指正

其實自己並不是在準備雅思,而是有打算想考托福。

之所以會用這本Grammer for Ielts with answers是因為之前參加了一個補習班開設針對文法的班。

這本書是上課指定的文法書,剛開始上課前程度算是很糟糕(搞不清楚最基本時態,主被動等等),但我覺得只有一本課本稍顯不足所以我也另外買了Azar的"Understanding and Using English Grammar, Fourth Edition"來隨時翻閱。

至於托福部分,我是看網路上說考試時間有限且在時間內需看多篇文章,一篇文章篇幅很長不應該用一句一句一個字一個字讀過去,會來不及。

應該用的是只抓每句的主詞動詞受詞,跳過那些修飾語,這樣速度才能提升。

但我目前在看文章時有時還是無法正確指出這個子句是修飾誰,那個片語又是修飾誰等等,且句子通常都蠻長的。

因此我認為我現階段應先仔細分析句子結構等到熟練了能看出各個修飾的地方再來試著只抓主詞動詞受詞會比較好。
